Qiyana, Camille, Katarina, Lee Sin are clearly above the rest at the moment. If you want to win games without too much hassle, start there.

D-Tier: to avoid in ranked

Briar, Naafiri, Tryndamere, Nocturne. Not necessarily bad in themselves, just not adapted to the current meta. For normal games, no problem.

A
Riven, Rengar, Ahri, Akali, Irelia, LeBlanc, Vayne, Yasuo Very solid, slightly below S-tier but perfectly viable in ranked.
B
Talon, Viego, Kassadin, Sylas, Zed, Akshan, Ekko, Elise, Fiora, Kha'Zix, Lucian, Nidalee, Quinn, Shaco, Pyke, Kayn, Evelynn Correct if you master them. Not the strongest picks but not bad either.
C
Samira, Nilah, Vi, Master Yi, Ambessa, Aurora, Diana, Fizz, Pantheon, Twitch, Yone, Tristana Situational. It can work in certain compositions but you have to know what you are doing.
