Rising in elo in League of Legends is an equation with two variables: consistency and the ability to take charge of the game even when teammates are not having their best game. This tier list ranks champions according to their solo carry potential, not their viability as a coordinated team.
Darius is the best champion to increase elo in all lanes on paper. The D-tier of this ranking is not an attack on enchanters — Sona, Soraka, Lulu are excellent champions in coordinated play. But in solo tail, if your ADC is bad, your game depends entirely on it. A solo queue player's best seasons almost always come from a champion they can personally make key decisions over.
S-Tier: the picks that hurt

D-Tier: to avoid in ranked
Sona, Soraka, Lulu, Ivern, Yuumi, Taric. Not necessarily bad in themselves, just not adapted to the current meta. For normal games, no problem.
