Some LoL champions can be mastered in one game. Others will ask you for 300 games to begin to understand what you are doing. This ranking is based on the pure mechanics, learning curve and skill cap of each champion. Azir in S-tier because mastering the dash of his soldiers at the right time is a level of requirement that 99% of players never really reach. Riven is the champion whose hands are called talents. In D-tier we have Garen, because pressing E in a circle and swinging R on the weakest is accessible to everyone, and it's very good like that.
S-Tier: the picks that hurt
Azir, Riven, Syndra, Aphelios, Kalista, Nidalee, Gangplank, Cassiopeia are clearly above the rest at the moment. If you want to win games without too much hassle, start there.
D-Tier: to avoid in ranked
Garen, Malphite, Ashe, Miss Fortune, Annie, Amumu, Nasus, Sona, Soraka. Not necessarily bad in themselves, just not adapted to the current meta. For normal games, no problem.
